EXECUTIVE SUMMARY

 

The Middle East is one of the most urbanized countries in the world, with eight out of every ten people living in urban areas. When well-planned and managed, urbanization can serve as a transformative force that can be leveraged for the sustainable and inclusive development of cities in the Middle East. Over the last three decades, rapid urbanization, infrastructure development, and the transformation of Middle Eastern society have brought about remarkable improvement in the quality of life of its citizens. Nonetheless, urbanization in the Middle East faces several challenges and has been largely dependent on oil. There are significant regional and territorial imbalances, with some cities, especially the large ones, better placed to take advantage of the positive nature of urbanization.

 

To contribute to addressing these and other urban challenges, the evolution of PECC & LAZA JO seeks to implement the Future Gulf Cities Program through the collaboration with UN-Habitat. The PECC & LAZA JO seeks to achieve sustainable urban development in Gulf cities through effective planning and management, including the enhancing and support of the SMEs through our subsidization program, and improve the urban communal and institutional development framework. This program is fully in line with the Middle East’s vision and the Urban Transformation Program that responds to the global urban development agenda that the Middle Eastern countries' governance has committed to implementing.

 

The PECC & LAZA JO are determined to make qualitative and quantitative leaps in this regard, not sparing human and financial resources. We understand that this requires an inclusive approach involving every facet of the society, including civil society and community-based organizations. Working collaboratively with the local community, it will be possible to advance the development agenda of PECC & LAZA JO toward sustainable development. The implementation of PECC & LAZA JO programs and the adequate response to urban development goals are paramount to making Middle Eastern cities and human settlements safe, inclusive, resilient, and sustainable.
